HOUSE BILL NO. 214 the House Rules Committee by request of the                 
Legislative Council, entitled:                                                 
                                                                               
"An Act allowing the parent or legal guardian of a minor to                   
disclose certain records and information about the minor to certain            
state officials and state employees; prohibiting further disclosure            
of the records and information to unauthorized persons; and                    
providing for an effective date."
